Abstract
This paper provides an empirical investigation into the types of partnerships that have emerged during the pandemic to develop COVID-19 vaccines and to identify relevant factors that characterize these partnerships. We provide legal and policy considerations to our results that suggest an opportunity for policymakers to help shift the collaborative landscape to increase the potential for knowledge-sharing, the development of fundamental insight, and the adequate production of resulting technological goods, both in this pandemic and the next.
