Abstract

The European EMS Leadership Network proposes principles for consideration by EMS agencies concerning the risk of a shooting or terrorist attack with an active shooter. This risk is increasing and the response to such an event must be planned for. All agencies must be prepared to provide at least minimum adequate response to this type of attack. All EMS personnel should receive basic training on the danger of shootings, on how to protect themselves and the victims, and on haemorrhage control interventions. EMS tactical team preparation provides a specialized response and needs to be developed by all EMS. Their interoperability with regular EMS units and other emergency services field must be coordinated.
