Rasmus Horskjær Nielsen is a PhD-student at the University of Copenhagen. His PhD-project is within procurement law and concerns the tender evaluation. The research project concerns the competition within a procurement process. Contracting authorities select and describe award criteria which are used to identify the winning tenderer. The PhD-project concerns in particular the conditions which contracting authorities must observe when selecting and describing award criteria. Secondly, the project also concerns the weighting of the award criteria as well as evaluation models. As part of the PhD-project, four general requirements are highlighted: 1) Transparency, 2) Competition, 3) Identification of the most economically advantageous tender and 4) Controllable competition.
