Abstract
Areas for new public spaces can be hard to find in a city as dense as Copenhagen, and as publicly owned land is scarce, new planning methods are to be taken into consideration. One such planning method is the remaking of areas owned by non-profit housing estates being made into semi-public spaces intended as meeting places for both local citizens and non-local visitors. An example of this is found in Nørrebro, a neighbourhood in Copenhagen. Here a local soccer association cooperates with the municipality and a large non-profit housing estate to establish a new meeting place in one of the private courtyards of the non-profit housing estate. Such spaces, non-mandatorily planned and driven forward by several local actors have the potential of meeting specific demands of actors who are actually going to use them as well as creating a feeling of co-ownership. They are thus benefitting from the local engagement, resources and potentials, as well as being place-specific by nature. However, such spaces are also challenge-ridden as semi-public spaces on community owned land have not been seen before in a Danish context. An additional challenge is agreeing on how the new space should be paid for and managed after establishment. Further cooperation between volunteers, inhabitants and municipal actors is time-consuming compared to planning solely by professional planners. Finding space for meeting places in urban areas is important as it is often argued that new encounters potentially foster new relationships, contributing to bridging social capital and ultimately promote social mobility. If the coming meeting place fulfil this purpose, this planning experiment could develop into a new planning format of using community owned land to fulfil societal challenges.
