Abstract

The report clarifies and redefines the concepts of Public Data and Public Data Operation. By investigating the current situation and business models of data operation at home and abroad, we propose a framework of "one base", "two fields", "three domains" and "four chains "。 The study foresees the development trend of the future data market, with a view to providing reference and support for the national work related to promoting the development and utilization of public data and fostering the data element market.

The report is led by the China Software Test Center (Software and Integrated Circuit Promotion Center of the Ministry of Industry and Information Technology), with the participation of more than 10 units, including the State Information Center, Institute of Science and Technology Strategy Consulting of Chinese Academy of Sciences, CEC Big Data Research Institute Limited, China Electronics Information Industry Group, School of Public Administration of Tsinghua University, University of Copenhagen, Beijing Municipal Big Data Center, etc. Nearly 20 typical cases were widely collected for the whole country during the preparation process.
