Abstract
Norway, Sweden and Denmark are constitutional monarchies in which the kings and queens have no real power. They are not even allowed to criticise their country’s government. During crises, however, sovereigns can become a point of reference and bring citizens together through their ability to embody the culture and spirit of the people. The example of the pandemic shows that their communication takes very different forms depending on the national context and the personality of the sovereign.
