Abstract
An essential issue that arises in conservation and sustainable use ofmarine biological diversity concerns the question of how one can rec-oncile conservation measures in marine spaces beyond national juris-diction with measures taken by coastal states in marine spaces undernational jurisdiction. This issue arises in the interpretation and appli-cation of the BBNJ Agreement because the Agreement relies on thetraditional approach that distinguishes marine spaces under andbeyond national jurisdiction. This article addresses relevant approachesto reconcile conservation measures in marine spaces under andbeyond national jurisdiction, focusing on the concept of adjacentcoastal states under the BBNJ Agreement.
